LG-PULSE would not ask every unit to file another daily form. The design uses exception-led intelligence, inspections, verified signals and corrective-action follow-through across the existing Local Government structure.
At this footprint, the winning architecture is an operational intelligence layer: reuse approved identifiers and existing systems, surface exceptions, preserve evidence, and keep every important action traceable to verified closure.
A parallel universal database, another daily reporting burden, or a public accusation board. Published/community signals remain distinct from verified findings and authorised Government records.

Interface visibility is only the first layer. Every protected record and action must also be authorised at the server/API layer and written to the audit trail.
No self-promotion of authority.
A PS cannot switch to Minister; a DHO cannot browse Finance; a district officer cannot open another Local Government unless formally assigned.
