LG-PULSE UGANDAMINISTERIAL CONCEPT DEMO
HIGH-FIDELITY INTERACTIVE PROTOTYPE
National service-delivery intelligence
LG-PULSE Uganda
See the country. Verify the evidence. Act. Follow through.
A Ministry-facing operational platform concept for continuous Local Government inspection, accountability and service-delivery intelligence.
One platform designed around the scale Government already supervises
LG-PULSE would not ask every unit to file another daily form. The design uses exception-led intelligence, inspections, verified signals and corrective-action follow-through across the existing Local Government structure.
Source: Ministry of Local Government public website • Figures shown here are official public statistics, not demo-generated counts.
What the scale means technically
At this footprint, the winning architecture is an operational intelligence layer: reuse approved identifiers and existing systems, surface exceptions, preserve evidence, and keep every important action traceable to verified closure.
What LG-PULSE should never become
A parallel universal database, another daily reporting burden, or a public accusation board. Published/community signals remain distinct from verified findings and authorised Government records.
Digital Inspections & Evidence
Capture field findings, evidence, corrective actions, follow-up and authorised verification in one traceable record.

Key Findings (4)
1
Medicine availability gap
Selected essential medicines reported unavailable at the time of the illustrative inspection.
High
2
Attendance concern
Duty-station presence requires administrative verification against the attendance register.
Medium
3
Sanitation gap
Handwashing and sanitation facilities require corrective action.
Medium
4
Equipment issue
A key service-delivery equipment item requires maintenance verification.
Demo integrity: The district profile is a conceptual interface. Operational figures, risk ratings and officer names are illustrative. Official national scale figures remain sourced from the Ministry’s public statistical summary.
Citizen & Community Signals
A controlled intake and verification workflow: a report is never treated as a finding until authorised verification is completed.
Report ≠ Finding
Fairness safeguard: public reports remain allegations or service signals until triaged and verified. Sensitive records can be restricted and referred to the appropriate lawful authority.

TODAY’S DOCUMENTATION WORKSPACE
Capture the mission. Preserve the record. Link it to action.
LG-PULSE keeps approved communications material connected to the Local Government, field mission, inspection, directive or public-engagement context that produced it — while protected inspection evidence remains governed separately.

Prototype workflow: an approved Ministry media team or authorised contributor can upload material into one mission collection, after which Communications reviews captions, publication status and links to related LG-PULSE records.
These cards demonstrate how non-photo media would be indexed and governed; they do not claim that each file already exists publicly.

Integrity boundary: the photo archive above uses public images served from Ministry of Local Government web pages. Captions are concise demo descriptions derived from the related public articles. Inspection Evidence remains a separate protected workflow. Video/document slots marked “prototype” demonstrate how LG-PULSE could index and govern those media types without pretending the files already exist.
Users, Roles & Access
The LG-PULSE operating structure — from national executive leadership to the authorised Local Government focal person.
21 defined demo roles
ACCESS ARCHITECTURE
The right person sees the right information, for the right jurisdiction, with the right authority.
LG-PULSE access is assigned centrally. A user does not choose to become Minister, Permanent Secretary, CAO or District Health Officer. The authenticated account is bound to an approved role, organisational unit, jurisdiction and permission set.
IDENTITYROLEJURISDICTIONPERMISSION
Core security rule
Interface visibility is only the first layer. Every protected record and action must also be authorised at the server/API layer and written to the audit trail.
✓
No self-promotion of authority. A PS cannot switch to Minister; a DHO cannot browse Finance; a district officer cannot open another Local Government unless formally assigned.
Representative Permission Matrix
Illustrative — final permissions would be approved during Ministry requirements discovery.

Governance, Security & Integration
A Government-adoptable system must be secure, interoperable, auditable and governed by approved institutional rules.
Technology-neutral concept stage
Identity & Access
Role-based permissions • least privilege • multi-factor authentication for privileged roles • session controls.
Data Protection
Encryption in transit and at rest • data minimisation • retention rules • controlled sensitive-case visibility.
Audit & Evidence
Tamper-evident audit history • evidence chronology • closure verification • chain-of-custody controls where required.
Interoperability
Existing Government platforms remain systems of record. LG-PULSE links approved exceptions and operational cases through authorised APIs/integration mechanisms.
Continuity
Backups • restoration tests • disaster recovery • offline-capable field capture for unstable connectivity.
Due Process
Report ≠ finding • authorised verification • response/representation • no automatic public naming • human decision-making.
